The video of the incident, combined with another published report indicates that the man who was shot was told to back away. (The person reporting this was there and when the order to back off was given, the person backed backed off.) The man who was shot not only did not back off, he seems to have advanced.
The video shows the man pushing or blocking an ICE officer to prevent the officer from dealing with someone on the ground. The man is also shown pulling the person on the ground away from the officers.
The man himself is then put on the ground by ICE and seems to be struggling with them! At that point, his gun is spotted. One officer grabs it, but other officers seem to be unaware of this.
What they are apparently aware of is an armed man who has ignored their order, pushed an officer, and who is using his strength to oppose them! What reason would they have to NOT to think the man presented a deadly threat?
Yes. At a travel distance of about 6,200 miles and distance in time of days and with the advantage of numerous perspectives from videos, it all seems so obvious.
But the whole actual incident unfolded in mere seconds. Training kicks in.
If the goal is to improve the situation, how about asking where the local police were????? It's their job to control unruly protesters. Or ask about Congress allocating more money on training ICE law enforcement officers -- not defunding ICE.

Your question about where the real police were when ICE is tormenting legal protestors was answered by the police chief. ICE is trying to create chaos and then turning around and saying the chaos shows more federal agents are needed
The police are sworn to uphold the law, not pick and choose which laws to uphold based on their political analysis.
But, fine! Have it your way. Let ICE leave. Let the police stay out of it. And leave it to the citizenry to deport illegal immigrants. Seems like the rule of law is out of fashion, so let chaos reign!
And a good protester wouldn't ignore lawful orders from federal law enforcement and after being pepper sprayed would realize that if they don't leave the coercion might get ramped up. A good protester would realize that ICE officers -- right or wrong -- have been shooting people during operations. The good protester knows then to be extra careful around ICE officers.
Ah, but the minute you protest against Trump you enter a moral level that even baalei teshuvah cannot reach and are absolved of all consequences for your behaivour. Did you ignore an officer's orders? Did you stand in front of his car or try to run him down with your car? Any punishment is immoral because you are on that "no consequences" level.

He was disarmed amd then shot 10 times. At that point he was on the ground surrounded by mamy agents and clearly wasn't a threat
