If police tell you to get out of the car, you get out of the car. when they are aiming guns at you, it is wise to follwo orders. why do some people always resist?
Wow that is some seriously bad police training. Police cannot arrest/detain for "fairly to comply", only for something directly related to a crime (like obstructing an investigation, which would be the closest thing here, but still pretty far). And he cannot be detained or arrested without the officer stating a reason (i.e., "suspicion of ..." or "questioning regarding your presence at a ..." followed by citation of the relevant statute).
Maybe in the future AI machine-learning algorithms will allow for more effective psych screenings.... Of course, the compensation will need to increase to attract good personnel, and that's becoming more problematic.
