This is fundamentally an American [CRC-Hisachdus] proclamation. Over a HUNDRED different rabbis signed this proclamation, and you question the authority of ALL these rabbis, just because because for reasons unknown, Rav Kanievsky's and Rav Edelstein's signatures (who live in Israel) don't appear on it?
The Eidah is affiliated with the CRC-Hisachdus, so their invitation to participate is expected.
The Bnei Brak signatories, are rabbis that are affiliated with Batei Din, and their signatures are significant, due to the fact that they with these Halachic issues on a regular basis, whereas Rav Kanievsky and Rav Edelstein aren't known to be regularly involved in le'maaseh Even Ha'ezer issues, and therefore the absence of their signatures is insignificant.
