This is one of the loopholes I have seen being proposed or used. The idea is that children do not need to accept the mitzvot, therefore they can be converted easier at that age. The bigger idea is to have more halachically Jewish people in Israel to prevent intermarriage later on. I'm sure it won't be too popular in the Hareidi world :)
