Police chiefs and sheriffs decided that it was no longer worth opening up their departments to lawsuits in order to simply do ICE a favor.
“This is not a bunch of left-wing radicals. These are sheriffs and police chiefs,” Fife said.
The shift was seldom sold as offering immigrants “sanctuary,” but rather, as a bid for improving public safety. Local cops couldn’t effectively do their jobs if immigrant communities refused, out of fear, to talk to them.
The result is a patchwork of sanctuary-type policies that look nothing like the original religious movement, but have evolved as a way for individual regions to cope with a sprawling and deeply broken federal immigration system. The laws are far from uniform.

Chief Justice John Roberts issued a rare statement rebuking Chuck Schumer for comments the Senate minority leader made about Justices Brett Kavanaugh and Neil Gorsuch outside the Supreme Court on Wednesday.
Schumer, speaking at a rally of abortion rights supporters, appeared to threaten Kavanaugh and Gorsuch, President Donald Trump's two Supreme Court nominees who were confirmed after bruising nomination fights.
"I want to tell you Gorsuch. I want to tell you Kavanaugh. You have released the whirlwind and you will pay the price. You won't know what hit you if you go forward with these awful decisions," Schumer said, turning to look at the Supreme Court building.
Schumer went on to say, "The bottom line is very simple: we will stand with the American people. We will stand with American women. We will tell President Trump and Senate Republicans who have stacked the court with right-wing ideologues, that you're gonna be gone in November and you will never be able to do what you're trying to do now, ever, ever again. You hear that over there on the far-right? You're gone in November."

They also failed to appreciate the advanced decay of the Republican Party, which by 2016 was far gone in a nihilistic pursuit of power at all costs. They didn’t grasp the readiness of large numbers of Americans to accept, even relish, Trump’s contempt for democratic norms and basic decency. It took the arrival of such a leader to reveal how many things that had always seemed engraved in monumental stone turned out to depend on those flimsy norms, and how much the norms depended on public opinion. Their vanishing exposed the real power of the presidency. Legal precedent could be deleted with a keystroke; law enforcement’s independence from the White House was optional; the separation of powers turned out to be a gentleman’s agreement; transparent lies were more potent than solid facts. None of this was clear to the political class until Trump became president.
