The gentleman is talmid chochom's talmid chochom and likely knew the sources and seforim from his vast repertoire of knowledge he acquired over many years.
Rabbi Leiman's shiur is very informative, entertaining, and reliable...

ReplyDelete"ערב ובוקר" clearly means the night before the day, which would refer to Maariv....
He then goes on to DEFEND the Nusach Sefard, by explaining that they intend to say it first thing before the night....
Seems straight forward....
