There is a halakha that dina d'malchusa dina and the malchus in this case cancelled the celebration and forbid the gathering yet there is the crowd. Let's face it - you people are making this up as you go along.
The understanding is simple. The government banned the gathering and blocked the roads to get there. These menuvalim snuck around in defiance of that order. Never mind that with Hezbollah firing missles they are deliberately putting themselves in danger so they're transgressing V'nishmartem l'nafshotechem.
