Normally this is done in the opposite order that is:
FIRST meet with the Gedolim for their Brachot and
THEN start the organization with real (not presumed or implied) approbations of the Gedolim.
Maybe Rav Tropper is doing it in reverse because bedi'avad he feels it might be accepted, but lechatechila, not?
EJF has remained quite active since the Bedatz statement, converting extended Gentile families en masse along with the Chabad Rabbis who seem to be the only ones who will have anything to do with it.
Funny how things come around. When I knew Rav Tropper in Monsey twenty years ago (from Tuvia's Bookstore where he could often be found looking for kiruv candidates), I remembered his being quite outspoken against Chabad.
============================= He is not a fraud. He is genuinely trying to improve the situation. The prolem is whether his approach is according to halacha and whether it is improving the situation or making it worse.

Harav Leib Tropper Addresses Phoenix Community
(Photo of Rabbi Tropper speaking,. Caption reads: “Harav Leib Tropper, Rosh Yeshivas Kol Yaakov/Horizons, speaking in Scottsdale, Arizona.)
Harav Leib Tropper, Rosh Yeshivas Kol Yaakov/Horizons, delivered a major address on Sunday, June 22, to a gathering at the Hilton Scottsdale, called ‘Protecting Kedushas Mishpachas Yisroel.’ Rabbi Tropper discussed the position of the Gedolei Yisroel in regard to protecting and strengthening the sanctity of the Jewish family. He is the head of the Rabbinic Committee of the Eternal Jewish Family, an organization he helped found, which is dedicated to promoting universal conversion standards in the context of intermarriage and stemming the tide of intermarriage rates in many parts of the world. Rav Tropper’s lecture included the piskei halachah of Hagaon Harav Moshe Feinstein zt”l, as well as the halachic opinions of Hagaon Harav Yosef Shalom Elyashiv, shlita, who serves as EJF’s guide. After a 45 minute lecture citing all of the relevant piskei halachah of Gedolei Yisrael of the past and present, Rabbi Tropper responded to questions for 45 minutes.
The Phoenix event is the first of a series of such lectures throughout the country designed to raise public awareness of the important work of EJF. The series is an attempt to respond to the twin crisis of intermarriage and assimilation ravaging the American Jewish community. More than one out of every two Jewish marriages involves a non-Jewish spouse, many of whom undergo fraudulent conversions. Through a series of conferences and seminars in the U.S., Israel, and Canada, the EJF has emerged as the leading halachic organization on universal standards in conversion in the context of intermarriage.
The Eternal Jewish Family also provides support to Rabbanim working with intermarried couples and to the couples themselves, after they have committed to becoming a unified Jewish family in accordance with halachah.”
