While it is the nature of Man to attribute faults and shortcomings to the actions of others and attempt to degrade them when it comes to G-d this is prohibited as well as actually cursing
But many Hareidim would curse communist leaders, and Zionist leaders, such as Herzl and Ben Gurion.. Some won't even mention their names
