Not completely true. Just like there are poskim who analyse the halakhic literature at a high level and issue psak and there are low level rabbonim who think owning the Bar Ilan USB gives them some sort of expertise, there are doctors who look at the medical literature with a great deal of scrutiny using specific tools to determine is a study is reliable or not. So far those experts have decided that HCQ does not work. It's not about judgement calls. If you're going to disagree with Rav Moshe, zt"l, you'd better have his level of knowledge and experience.
