 Lekutei Moharan (208:1) That the wicked afflict the righteous and pursue them is brought about by G-d in order that the tzadik should consider and examine his deeds. Thus it is that the wicked man is like a watchman, like the guard of the city, who is called a tzopheh. So too, the wicked man guards the tzadik from succumbing to physicality.   1. This is difficult because it denies personal agency to the wicked man. The world revolves around the tzadik and everyone else exists to serve him in one capacity or another. Not exactly the impression one gets from reading Chumash.
