    Yes, prioritizing means a completely unqualified non-White gets the job over a fully qualified White. The White only gets the job if no one else applies.

    3. your sources only indicate that there have been some anti-white discrimination as well as other types, they don't indicate a widespread problem or even an increasing problem - just a belief by some whites that they are not being hired in the name of diversity
