This really should be left up to the governors. Here in Canada, 3 of 10 provinces are still struggling. The other 7, due to smaller and less dense populations, are recording minimal to no daily increases in the number of cases. Why should they remain shut down because of the big provinces? In the US this should be done on a state by state basis while monitoring state border traffic.
