I see these jewish-burka-ladies as hardcore-reverted-exibitionists. By dragging 100% of attention to themselves wherever they walk and differentiating themselves from the "usual" jewish dress code (that we're used to and therefore don't care to look at), they can't be actually be called modest. A girl wearing a mini skirt walking in the streets of Jerusalem drags way less attention to herself than the burka-women.
