The video of the incident, combined with another published report indicates that the man who was shot was told to back away. (The person reporting this was there and when the order to back off was given, the person backed backed off.) The man who was shot not only did not back off, he seems to have advanced.
The video shows the man pushing or blocking an ICE officer to prevent the officer from dealing with someone on the ground. The man is also shown pulling the person on the ground away from the officers.
The man himself is then put on the ground by ICE and seems to be struggling with them! At that point, his gun is spotted. One officer grabs it, but other officers seem to be unaware of this.
What they are apparently aware of is an armed man who has ignored their order, pushed an officer, and who is using his strength to oppose them! What reason would they have to NOT to think the man presented a deadly threat?
